Built in 1979, this project was achieved through a combination of Community Development and Bureau of Outdoor Recreation federal grants that were matched with City funds. Located on 39 acres in the northwestern section of the City, this Community Center was modeled after its twin sister, Bradley Center, that was built two years earlier. The Center was named for former councilman and mayor at the time, Thebaud Jeffers. Jeffers, the Citys first African-American mayor, was also well-known throughout the community as a mentor to youth. The Community Center is a 15,058 square foot structure including a college size basketball court with two cross court basketball floors and seating for 350 spectators. The building contains dressing and shower rooms, arts and crafts facilities, game room, activity rooms for meetings/classes, lounge, kitchen and staff offices. Outdoor facilities include two concrete basketball courts, eight lighted tennis courts, lighted youth baseball field, playground and two large picnic shelters.

Picnic Shelters, ball parks and community centers may be rented by families, churches, companies or other groups for a variety of social and business functions.
