Fees and Charges


I. Policies Governing Use of Facilities

A.  General Policy Statement:  The community centers, parks and other facilities operated by the Gastonia Recreation Department are established by law for public recreation purposes.   These facilities shall be used by the Recreation Department and secondarily for activities of community groups brought under control of the Recreation Department when conducted under permit.  Permits may be granted to groups to conduct activities at the facilities provided the facilities are not otherwise required by the Recreation Department and provided such activities are conducted in accordance with departmental policies and local ordinances.

B.  Rules and Regulations Governing Use of Facilities

1.  No outside group activities may be held at any time interfering with regular recreation programs.

2.  Alcoholic beverages will not be allowed on any facilities of the Recreation Department.

3.  Refreshments may be sold in conjunction with activities held provided a Privilege License is secured from the City Tax Collector or unless otherwise prohibited by lease agreements.

4.  A set time for decorating must be obtained from each building supervisor.  All decorations or other equipment must be removed immediately following use of the building.

5.  Departmental policy prohibits custodians from cleaning buildings for groups when janitorial service is not requested on application.

6.  Any damage to property must be repaired and group visiting facility must replace any loss.

7.  Groups granted reservations of facilities must comply with the building rules regarding smoking, closing hours, etc.

8.  Groups using the facility for all public dances must pay to hire security personnel.

9.  Rental includes use of tables and chairs at the facility.  Any additional tables and chairs are the responsibility of person requesting reservation.

10.  Users may not sell or offer for sale any goods or merchandise whatsoever within parks or recreational facilities owned by the City, unless permission is first obtained from the City Manager.

11.  Games of chance are prohibited. This does not apply to the awarding of prizes when there is no charge for participation.

12.  Activities shall normally cease at 11:00 PM unless otherwise stated on the application.

13.  Athletic Fields:  If lights are turned on, teams pay for use of the field.  The team will be given a new date without charge provided an official game was not played.

14.  All facility reservations for the next calendar year will not be accepted before December 15th of the current year.

15.  Reservation Application must be signed by persons eighteen (18) years or older.  The person signing the reservation application shall be responsible for the conduct of the group in compliance with the rules and regulations of the facility.

16.  Recreation Department employees shall be allowed entry to the rented facilities without charge when such entry is necessary in carrying out their duties and responsibilities.

17.  No City owned equipment shall be removed from premises except by City forces.  The equipment will be used only in City owned facilities or facilities of another governmental unit.

18.  Reservation fees will not be refunded if canceled within five (5) days of reservation date.

19.  Reservations are subject to cancellation at the will of the Director of the Recreation Department.

 

II. Athletics

A.  Fields ( Erwin, Lineberger, Phillips, Sims Little League, Sims Junior League, Ferguson #1, #2, #3, #4, Bradley, Jeffers and Martha Rivers Park)

1.  Daytime Reservation of Athletic Fields

     a.  City Residents $5.00 per hour per field

     b.  Non-City Residents $10.00 per hour per

          field

2.  For night use of athletic fields, the following fees will be charged:

     a.  City Residents $15.00 per hour per field

     b.  Non-City Residents $20.00 per hour per

          field

3.  If admission fees are charged for games or events, fees are to be negotiated with Recreation Department staff.

4.  Groups requesting field preparation (drag and line off fields) will be charged a fee of $15.00 per field.   Person renting the fields will not be allowed to drag their own fields.

5.  All games will end by 11:00 PM.

6.  Martha Rivers Park Complex
     a.  Baseball fields may be reserved for use

          by negotiation with Recreation

          Department staff if not in conflict with

          departmental uses.
     b.  Soccer fields may be reserved for use by

          negotiation with Recreation Department

          staff if not in conflict with departmental

          uses.

7.  Ferguson Park Softball Complex

     a.  To encourage the use of the Ferguson

          Park Softball Complex for locally

          sponsored tournaments; a three

          3)month prior written notice is necessary

          for scheduling purposes.
     b.  Reservations for tournament play for use

          of up to four fields, bases included,

          7AM-dark:

          1)  City Residents $75.00 per day,

          2)  Non City Residents $150.00 per day.  

               If lights are used, an additional $10.00

               per hour per field.   City gets 25% of

               gross if user charges admission
     c.  Final approval of tournament

          reservations will be on the authority of

          the Recreation Department Staff.


B.  Team Entry Fees
All adult teams will be charged fees to defray the cost of game officials, game balls, trophies and other direct expenses for league operation.  These fees are subject to change each year and the Recreation Department will determine these fees and charges the teams involved.


1.  Basketball (Adult Leagues)
     a.  Maintenance and Lighting Fee $50.00
     b.  Booking Fee $15.00
     c.  Trophy Fee $20.00
     d.  Entry Fee $ 5.00
     e.  Outside City Teams $50.00

2.  Softball (Adult Leagues)
     a.  Maintenance and Lighting (One night per

          week) $50.00 (Two nights per week)

          $100.00
     b.  Booking Fee $20.00
     c.  Trophy Fee $20.00
     d.  Entry Fee $5.00
     e.  Outside City Teams (One night per week)

          $50.00 (Two nights per week) $100.00

3.  Volleyball (Adult Leagues)
     a.  Maintenance and Lighting Fee $25.00
     b.  Trophy Fee $20.00
     c.  Entry Fee $ 5.00
     d.  Outside City Teams $50.00

4.  Youth Teams
     a.  All City Youth Teams will be charged fees

          to defray the cost of game balls, trophies,

          and other direct expenses for league

          operation. (Exception: The Recreation

          Department will furnish game officials

          without charge).
     b.  All outside City Youth Teams will be

          charged fees to defray the cost of game

          officials, game balls, trophies and other

          direct expenses for league operation plus

          an additional $50.00 per sport.
     c.  The Recreation Department will not

          furnish game officials for a second season

          during the same year. Each youth team

          will pay all related costs for the second

          season.


III. Swimming (Lineberger and Erwin pools)

A.  Daily Swimming: Adults/Children (per person) $2.00

B.  Swim Lessons: Two Week Session $10.00

C.  Group Rentals 2 hours (per person) $1.00


1.  Charges for additional hours will be pro-rated based on the two hour rate.


2.  The pool rental fee does not include lifeguard charges.  Only approved lifeguards from the City's payroll may be used.   The rate of pay is paid by the rental party at 1½ times the individual's hourly salary.  The following chart shows the number of lifeguards required according to the size of the group:
25 attendees & under - 2 lifeguards required
25 - 50 - 3 lifeguards required
51 - 150 - 4 lifeguards required
151 - 250 - 5 lifeguards required

C.  The group using the facility may furnish janitorial service, subject to inspection by the Building Supervisor and exempt itself from the janitorial fee.

D.  Groups using tables and chairs are responsible for setting up and replacing them in racks even when janitorial service is paid in full.

C.  Regulations Governing Use of Sims Legion Baseball Park:


1.  Concession Privilege and Sign Rentals:  The right to use Sims Legion Park does not carry with it the concession privilege and/or sign rentals.   No one, except the organization leasing the concession privilege, is authorized to sell refreshments, souvenirs or other articles.  It is recommended that the Recreation Department lease the concession privileges and/or sign rentals.

2.  Use of Showers, Etc:  The use of the playing field does not carry with it permission to use the shower rooms unless specifically stated in the permit.

3.  Use of Public Address System and Scoreboard:  The organization conducting the event will be responsible for providing public address and electric scoreboard operators.

4.  Ticket Sales:  The sale and taking up of tickets is the responsibility of the organization conducting the event.

5.  Responsibility for Good Behavior and Property Damage:  Those in authority are expected to see that good behavior is maintained at all events and any property damage will be assessed against those responsible.

6.  Time Limit:  All events must be completed by 11:00 PM unless otherwise stated on application.

7.  Field Preparation:  $50.00 for first field preparation.  $15.00 to drag and line field, between games at same event.


8.  Supplementary Regulations and Information

     a.  The fee schedule does not include costs

          for special services or materials

          requested for each game or special

          event. (Example: drag and line off field,

          clean up after event.) The user will pay

          the cost incurred.

     b.  No charge will be made for use of Sims

          Park when used by programs under the

          direction of the Gastonia Recreation

          Department.

 

VI. Community Centers

(Adult Recreation, Bradley, Erwin, Phillips and T. Jeffers)

VII. Instructional Programs

A.  Fees for instructional programs shall be set at a rate that will defray expenses of the instructor, materials and supplies.

B.  All outside City residents will be charged $5.00 more per class than City residents.

 

VIII. Tennis Court Reservations - Tournaments

Inside City (per court per hour) $1.00

Outside City (per court per hour) $2.00

IX. Equipment Rentals

A.  Aluminum Bleachers (5 rows, 15 feet long)

Per bleacher - $25.00

If delivered and picked up by the Rec. Dept., add $100.00.

B.  Stage Risers (4 ft. x 8 ft.)

Per section - $5.00

If delivered and picked up by the Rec. Dept., add $75.00.

C.  Electric Bingo Set (includes 100 cards) $15.00/day
